Then I assumed that somehow my DirectX 11 just accidentally crashed. Without thinking twice, I used the installer supplied on the disk and the game (see in the folder: \ resources \ DirectX \ D3D11Install.exe). Owners of electronic versions can find it on their computer (by default, the folder: c: \ Program Files \ Steam \ steamapps \ common \ sid meier's civilization v \ DirectX \ D3D11Install.exe). The result did not change - I stubbornly refused to run in DirectX 10-11 mode.
